USAID places all its staff around the world on administrative leave

 

The United States Agency for International Development (USAID) has announced plans to place its global staff on administrative leave and recall employees from overseas postings.

 

In a statement, USAID said the leave would begin shortly before midnight on February 7, 2025. The agency clarified that exceptions would be made for personnel involved in mission-critical functions, core leadership, and specially designated programs.

 

This decision is part of former President Donald Trump’s radical initiative to downsize the U.S. government, a move strongly supported by his billionaire ally, Elon Musk. The plan has sparked outrage among Democrats and human rights advocates.

 

USAID, an essential component of U.S. foreign policy, funds health and emergency programs in over 120 countries, often serving some of the world's most impoverished regions. Its activities are widely regarded as critical to the U.S.'s soft power strategy, particularly in countering the influence of rivals like China, where Musk has substantial business interests.

 

Musk, a vocal critic of the agency, has labeled USAID “a viper’s nest of radical-left Marxists who hate America” and has vowed to dismantle it. He has also accused the agency, without evidence, of conducting “rogue CIA work” and funding bioweapon research, including COVID-19, which he claims “killed millions of people.”

 

The Tesla and SpaceX CEO, who holds lucrative government contracts and was a major financial backer of Trump’s campaign, stated that he personally cleared the move with the former president.

 

The decision to target USAID aligns with long-standing narratives from conservative and libertarian factions within the Republican Party, which argue that U.S. resources are wasted on foreign aid while domestic issues are neglected.

 

USAID has described its mission as working “to end extreme poverty and promote resilient, democratic societies while advancing our security and prosperity.”

 

In 2023, the agency’s largest aid recipients included Ukraine, Ethiopia, and Jordan, according to data from the Congressional Research Service. Other beneficiaries included Afghanistan, South Sudan, Syria, and the Democratic Republic of Congo. Ukraine, in particular, received over $16 billion in macroeconomic support amid its ongoing conflict.

 

With an annual budget of over $40 billion, USAID represents a small fraction of the U.S. government’s nearly $7 trillion annual spending. Despite this, the United States remains the largest provider of official development assistance globally, as noted by the Organization for Economic Cooperation and Development (OECD).

 

The move to curtail USAID operations marks a significant shift in U.S. foreign policy, raising concerns about its impact on global development and humanitarian efforts.
