Oyo Govt Trains 80 Enforcement Agents On Legal Framework of Existing Laws

The Oyo State government has trained over 80 enforcement officers and other relevant law enforcement agencies on the best legal framework and the psychology of law enforcement under some new laws introduced by the Governor Seyi Makinde-led administration.

Participants at the two-day training session were drawn from the Oyo State Road Traffic Management Authority,  Environmental and Sanitation Task Force, Amotekun Corps, Ministry of Agriculture and Rural Development and Operational Security Outfits, among others.

The training was aimed at letting them understand human behaviour in enforcing laws and ensuring compliance.

The Chairman, Oyo State Rule of Law Enforcement Authority, OYRLEA, Hon. Justice Aderonke Aderemi said the engagement was designed to acquaint them with emerging trends on legal framework of three major agencies in the State: Oyo State Road Traffic Management Authority, OYRTMA, Environmental Protection and Sanitation and the Anti-Open Rearing and Open grazing Prohibition law.

She explained that the   security agencies have indispensable roles to play in ensuring the cooperation of the public. 

“This gathering is not just a training event but a step towards strengthening law enforcement strategies, improving compliance, and promoting a safer and more orderly society in Oyo State.”

“The creation of the Oyo State Rule of Law Enforcement Authority (OYRLEA) is a testament to Governor Seyi Makinde’s dedication to public safety, environmental sustainability, and economic progress. 

“To our enforcement officers and all participants, I commend you for your commitment to upholding the rule of law and for your dedication to serving Oyo State with integrity, professionalism, and excellence.”

The theme of this training, "Psychology of Law Enforcement: Strategies for Compliance under the Oyo State Road Traffic Management Authority (OYRTMA), Environmental Protection and Sanitation Law, and Open Grazing Prohibition Law," underscores the significance of understanding human behavior in enforcing laws and ensuring compliance.

While enumerating the achievements of the Agency, Hon. Justice Adekemi hinted that violators of Environmental Laws, Anti-Open Rearing and Open Grazing Law, and Traffic Law, amongst others in the state, will not only pay penalties but risk jail terms if found guilty.

She thereafter sought the cooperation of residents of the state and relevant stakeholders to achieve a new Oyo state which is part of the vision of the present administration led by His Excellency, Governor Seyi Makinde .

According to her, law enforcement, particularly in the areas of road traffic management, environmental protection, and agricultural regulation, requires more than just knowledge of the law.

She said, “The task of enforcing the laws of Oyo State is a collective responsibility. Each of us plays a vital role in ensuring that our roads are safe, our environment is protected, and public order is maintained. Through continuous training and adoption of modern enforcement techniques, we can build a system that fosters voluntary compliance, minimizes conflicts, and enhances public trust in law enforcement agencies.”

She therefore urged each participant to approach the sessions with an open mind and willingness to learn, actively engage  and apply the knowledge gained in their daily responsibilities. 

In his goodwill message, the Commissioner for Environment and Natural Resources, Architect Abdulmojeed Olawale Mogbojubola, said the theme of the training underscores the significance of understanding human behaviour in enforcing laws and ensuring compliance. 

Mogbonjubola advised the participants to see themselves as agents of change and ensure the community feels their impacts in their various beats.

Also speaking, the Head of Service, Oyo State, Mrs Olubunmi Oni, through her representative, Mr. Akeem Ademola Audu, a Permanent Secretary, revealed that the effects of the Oyo Rule of Law Enforcement Authority has been felt in the city of Ibadan. 

She encouraged the agency not to relent but intensify efforts with a viewing to build on the success recorded so far.

The Chairman, OYRTMA, Major Adekoya Adesagba (rtd.), said the agency is committed to the uphold of the rule of law and dedication to serving Oyo State with integrity, professionalism and excellence.

On his part, the Director General, Oyo State Mobilization Agency for Socio Economic Development, OYMASED, Dr. Morounkola Thomas, identified right attitudinal change of orientation by individuals as key to attaining a better society. 

He posited that laws become more effective when citizens are aware of penalties that await violators, stating that the state has started experiencing the desired changes, following the emergence of various agencies and task forces.

Other goodwill messages at the event underscored building a system that fosters voluntary compliance to the law by residents.

Facilitators at the training, Dr. Bamisaye Olutola and Macaulay Modupeore Ojukotimi, the Head Specialize Training, LASTMA, took the participants on the issues of legal framework, enforcement and compliance under OYRTMA.

Participants affirmed that the workshop will have great impacts on their psychology and efficiency thereby making their obligations and enforcement  more effective and seamless.

Represented at the event were the Commissioners for Justice and Agriculture, who lauded the collaborative efforts of the Oyo State Rule of Law Enforcement Authority in ensuring total compliance to the existing laws by residents of the state.

The training with the theme Strategies For Effective Compliance dwells on the legal framework and the psychology of law enforcement enforcement under the Oyo State Road Traffic Management Authority (OYRTMA), Environmental Protection and Sanitation, Anti- Open Rearing and Open Grazing Prohibition Law.

Present at the event were the Chairperson, Oyo State Anti- corruption Agency (OYACA),  Hon  Justice Eni Esan (Rtd), her counterpart from the Anti-Land Grabbing Agency, Hon. Justice Olajumoke Aiki, Revd. J.K. Afolabi among others.
